Registration

Application for temporary protection

Persons who

  • hold Ukrainian citizenship (or held a valid residence permit or international protection in Ukraine prior to February 24, 2022, and cannot safely and permanently return to their country of origin),
  • have fled Ukraine because of the war and
  • have arrived in Luxembourg since February 24, 2022 or shortly before,

can obtain temporary protection in Luxembourg for themselves and their family members.

Temporary protection entitles to do the following, among other things:

  • Stay of more than 90 days in Luxembourg,
  • Receiving material benefits (housing, food, clothing, monthly allowances, medical care),
  • free access to the Luxembourg labor market,
  • Access to Education,
  • Family reunification with family members.

The email must be accompanied by the following:

You will then be invited by e-mail to an appointment at Guichet Unique. However, due to the current large number of refugees, it may take a few weeks to receive an invitation. The address of the Guichet Unique is:
12-14, avenue Emile Reuter, L-2420 Luxembourg.

In this building there are employees of the following institutions, where the refugees have to present themselves one after the other:

  • Immigration,
  • Police,
  • National Recording Office,
  • Department of Health,
  • Department of Education,
  • Post Luxembourg (bank account, telephone contract).

For this purpose, they will receive a routing slip there, which will be stamped after the visit to the respective office. This process takes about 3-4 hours. Only applicants and family members have access to a secured waiting area. No drinks or food can be purchased within this secure area. It is therefore recommended to take something to eat and drink with you.

Communication is in French or English. However, interpreters are available who can translate into Russian. The docket is available in English and Ukrainian. All other applications, certificates and information are provided in French. In some cases there are translations into Ukrainian. The application for the Eboo S bank account at Post Luxembourg is trilingual: French, English, Russian (application).

At the Post Luxembourg counter, refugees can apply for discounted telephone contracts and a free bank account. The fees of 3 EUR per month for the bank account Eboo S will be covered by the National Reception Office as long as the account is used only for the assistance services.

After the granting of the vorübergehenden Schutzes, one receives a corresponding certificate, which contains the matriculation number (National Identification Number), which is very important for Luxembourg, in a box at the top left.

Refugees receive various vouchers from the National Reception Office (ONA) on the same day, which they can redeem in selected Luxembourg stores. More information is available on the Financial page.

Registration with the municipality

If refugees are accommodated privately, they must register with the respective municipality no later than after receiving vorübergehenden Schutzes. Actually, they must register immediately after entering the country. However, most municipalities seem to prefer that refugees not register their residency until after they have received vorübergehenden Schutzes. The following documents are required for registration:

  • Passport or identity card,
  • Certificate of temporary protection,
  • Certificat d’hébergement, filled out and signed by the owner of the property (tenants also need the written consent of the owner)
  • Copy of the identity card of the owner of the property.

The language of the application form is French.

Normally it is also necessary to present a birth certificate and, in the case of married refugees, a marriage certificate in German, French or English. However, due to the exceptional circumstances, most municipalities do not use these documents.

If a municipality insists on these documents after all, and the documents are only available in Russian or Ukrainian, you can turn to translators, which you can find on the

 website. The price for a translation without apostille is currently 50 EUR, otherwise 65 EUR. The certificates can be sent to the translator by e-mail. The fee must be paid in advance to a bank account.
